Metropolitan Advanced Technologies (MATL) was recently awarded the prestigious E-Motoring project ( Motor Vehicle Registration) by the Ministry of Transport and Department of Motor Traffic. This project was awarded on a Build Operate & Transfer (BOT) basis.

The 5-year government e-motoring project which aims to computerize and host online the vehicle registration process of the Department of Motor traffic of Sri Lanka, was awarded after a stringent procurement procedure with two stage two envelop process, which had a pre-qualification stage followed by , technical submission , technical review and second stage technical and financial submissions.

This is a landmark project in Sri Lanka’s digital blueprint, where the Sri Lanka Customs, Motor Vehicle Agents, Importers, Manufactures, Owners, Suppliers, Garages, Insurance Agencies, and Leasing companies would be able to access the e Motor system via the Internet and access services offered by the DMT through an online portal. Further the e Motor system will be de-centralized and the public can access all the services of the DMT from any of the 24 regional offices.

The project scope includes the software application for the Registration of Importers, Manufacturers and Vehicles, Registration of 1st Owner of Vehicle, Registration of Changes to Ownership and Changes in Attribute, Managing Revenue Collection Agencies and Service Provider, Complaints, Investigations & Query Management Process and the Document Management process. Further the entire IT infrastructure will be planned designed and implemented and maintained by Metropolitan.

“We are very happy to have won this project from amongst several international reputed bidders with local partners. This project will be implemented by Metropolitan Advance Technologies (Pvt) Ltd which is a joint venture between Metropolitan Office and Face Technologies in South Africa ,” said Mr.Jagath Ravindra, Director MATL.

Metropolitan & Face Technologies as a Joint Venture Company MATL is presently executing Sri Lanka’s First Smart card based driver’s license project for the Department of Motor Traffic capturing bio metrics (photo, finger prints, signature) since 2009. MATL together with DMT have successfully served more than 8 million applicants in the past ten years.
